The Position:
Under the direct supervision of the International Operations Manager and in close collaboration with the Finance Associate, the Finance Assistant ensures the effective functioning of financial operations and systems in support of the programme and office management.
He/she works closely with programme and project staff providing financial monitoring and analysis of projects and advising managers on expenditure trends and implementation rates.

Job Purpose:
The Finance Assistant will work closely and support the Finance Associate in execution of financial services in the Country Office (CO) and provincial offices ensuring effective and transparent utilization of financial resources and integrity of financial services, mastering all relevant rules, guidelines, processes and procedures. S/he takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing accounting and administrative support and guidance to the CO, provincial offices and implementing partners.
You would be responsible for:
- Processing of vouchers in ATLAS system, ensuring accuracy of computations and completeness of supporting documents
- Monitoring ATLAS dashboard on weekly basis and take corrective actions for the data clean up in cooperation with Finance Associate
- Following up of payments with UNDP finance section and maintain contacts with local banks to clarify questions pertaining to office bank account
- Monitoring prior travel advances released to staff and settlement of Travel Claims, ensuring proper Daily Subsistence Allowance (DSA) and terminal computations, completeness of mission reports, boarding passes, tickets, and supporting documents
- Processing and monitoring advances released to Ministries, Staff and Regional Offices (ensuring accuracy of computations, completeness of documents, valid invoices, proper financial rules are applied and follow up on payment process and liquidation of advances)
- Processing National Staff Payroll on monthly basis, ensuring completeness of timesheets, and contracts
- Following up with UNDP to ensure all deposits are entered in ATLAS with correct chart of accounts and retain proper records
- Managing petty cash transactions and conduct regular cash count on monthly basis with existence of a witness and ensure not to exceed the balance from pre-determined threshold
- Briefing and assisting new international and national staff on basic financial procedures and banking
- Checking the telephone bills and monitor recovery charges for private/personal calls made by staff, and maintain proper record for refunds
- Maintaining proper financial filing system and record of vendor lists and their bank accounts
- Performing any other tasks required by the Office
Qualifications and Experience:
Education:
Completed Secondary Level Education required. First level university degree in Finance, Business, Public Administration or similar discipline desirable.
Knowledge and Experience:
- Five years of relevant experience in administration, finance or office management with UN, Government and NGO.
- Proficiency in current office software applications, web-based management and ERP financial systems.
Languages:
Fluency in English and local languages (Dari, Pashto)
