Youth Health Line Standard Operating Procedure

UNFPA supports the Youth Health Line (YHL), launched in 2012, as a nationwide, youth friendly health service to provide information and counseling for adolescents and youth on issues related to their health and reproductive health. The YHL is providing a vital service to young people around the country who are dialing the toll-free number ‘120’ from any phone to speak to a professionally trained youth health counselor. These conversations are confidential, free of judgment, and do not require parental consent. The average reach of the YHL per year is 120,000 adolescents and youth served by full-time male and female counselors.

This Standard Operating Procedure for YHL provides a critical resource for the administration and day-to-day management. The SOP is designed to provide direction to all staff responsible for carrying out the administrative and managerial functions of the YHL. The SOP is intended to guide UNFPA Implementing Partners in running the YHL with a consistent approach to ensure improved access and quality of services provided to adolescents and youth in Afghanistan.

The Service Mapping of the Adolescents and Youth Programs in Afghanistan was conducted by the Adolescents and Youth Working Group. The mapping provides an overview of essential services available for young people in Afghanistan, as well as the actors implementing programs in specific locations across the country. This is a helpful tool to identify the service gaps and to avoid the duplication of efforts in the country. A total of 28 organizations participated in the mapping. They are implementing programmes for young people that reached approximately one million adolescents and youth in the past year.

The purpose of this standard operating procedure (SOP) is to offer a crucial guide for the management and operation of the Multipurpose Youth Centers (MYCs) that receive support from UNFPA in Afghanistan. These centers serve as comprehensive hubs that provide Afghan adolescents and youth with health, protection, and livelihood services, with the goal of helping them reach their full potential. The SOP, which is developed in English, Pashto and Dari languages, is intended to provide guidance to all personnel, partners and stakeholders who are responsible for the administrative and managerial functions of MYCs located across Afghanistan.

The aim of this guidance note (English, Pashto and Dari versions) is to provide an overview of approaches on how to successfully integrate adolescent and youth (A&Y) programming into the Women Friendly Health Spaces (WFHSs). UNFPA activities for women’s and girl’s protection in health facilities aim to protect women and girls including child marriage. This Guidance Note will provide practical orientation to youth educators, youth officers, and WFHS staff on how to successfully integrate adolescent and Youth (A&Y) programming into the WFHS. The guidance provides a step by step process to implement interactive adolescents and youth activities, and incorporate key resources for female and male youth educators.

The report on State of Afghanistan's Midwifery 2021 was developed under the leadership of Afghanistan the Afghanistan Midwives Association (AMA) through a participatory and collaborative process that involved national and international stakeholders as well as the Ministry of Public Health. The report highlights the overall status of midwifery in Afghanistan, it will be used as a reference for the stakeholders for planning and addressing the challenges in the midwifery profession in Afghanistan and to improve midwifery and maternal health issues in the country.

‘Activating Youth Volunteers in Last Mile Assurance’ (English, Pashto and Dari vesrions) is a toolkit made up of simple and interactive suggestions that help UNFPA’s implementing partners (IPs) activate, leverage and manage youth volunteers in Last Mile Assurance (LMA). The key objectives of Activating Youth Volunteers in Last Mile Assurance include following:

  • Provide an understanding of entry-points in the LMA process where youth volunteers may add value for IPs
  • Provide guidance for youth educators on how to activate a youth volunteers network;
  • Provide guidance for youth educators, managers and other focal points on managing a youth volunteers network.

The Inter Agency Standing Committee (IASC) guidelines were created in response to Action 1: Services in the Compact for Young People in Humanitarian Action (CYPHA). The aim of these guidelines is to serve as the ‘go-to’ guide for working with and for young people in humanitarian settings and protracted crises.

UNFPA Afghanistan has also translated the guidelines into Pashto and Dari/Farsi languages and these versions are available for public use as well.

Paktika and Khost Earthquake: UNFPA Emergency Response (June-September 2022)

The 5.9 magnitude earthquake on 22 June 2022 resulted in over a thousand deaths and wide-scale destruction in Paktika and Khost provinces in Afghanistan. Thousands of people including pregnant women, adolescent girls and young people were exposed to further harm as a result of the destruction of homes and critical infrastructure. Humanitarian actors immediately responded and scaled-up their interventions to respond. This report summarizes UNFPA's emergency response during the first three months of the disaster.
