The Position:

The GBV, Health & Humanitarian Programme Analyst undertakes critical analysis and assessment of relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programmes in Afghanistan. 

S/he will report to the GBViE Specialist.

Job Purpose:

Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of Gender Based Violence (GBV), Reproductive Health, and Humanitarian area. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives, national development frameworks and most importantly establishing good working relations at both technical and strategic levels with Government counterparts.

You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

You would be responsible for: 

A.   Technical Assistance

  • Coordinate with counterparts, NGOs and other partners, to contribute to the design and implementation of the country programme, HRP and other relevant strategic components
  • Analyze and interpret the political, social and economic environment relevant to SRH and GBV and identify opportunities for UNFPA assistance and intervention in the area of SRH and GBV
  • Remain up-to-date on new policy developments and strategies by analyzing policy papers, strategy documents and development frameworks to inform UNFPA programme directions for resilience;
  • Expedite and coordinate project implementation,  establishing  collaborative  relationships with executing agencies, experts, counterparts and other UN agencies facilitating timely and efficient delivery of project;
  • Provide technical input to the Implementing Partners (IPs) in the timely completion of project reports, including monthly, quarterly, final and any other required, ensuring reports are of an acceptable standard;
  • Support the IPs key program staff to ensure that activities run effectively and make best use of project resources;
  • Maintain and monitor SRH and GBV project implementation databases;
  • Work closely with administrative/finance staff to ensure proper adherence to UNFPA policies and procedures;
  • Coordinate closely with the Humanitarian Coordinator, Gender, Reproductive health, Youth  and  Population  Development   Analysts  to  ensure  a  strategically  integrated approach to programmes
  • Support the advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
  • Perform other tasks as assigned by Head of Area Office or the Representative

B.   Capacity Building

  • Assess capacity gaps, and support the facilitation of  capacity building among first-line counterparts  for  issues  pertaining  to  program  management  and  advocacy  towards humanitarian response;
  • Work closely with Head of Area Office, international and local partners to develop training and IE materials in the local language of the communities;
  • Assess the training needs of the partners and counterparts and support the facilitation of capacity building trainings, workshops and other activities

C.  Monitoring and Evaluation

  • Monitor day-to-day project implementation systematically through consultations, correspondence and conduct regular field visits to provide on ground technical guidance and to monitor programme implementation
  • Ensure adherence to UNFPA's policy and financial rules/regulation.
  • Analyze periodic program/project progress reports to inform new initiatives and management decisions;
  • Participate in program, and project reviews and annual country reviews, drafting review reports;
  • Utilize   information   obtained   in   such   reviews   as  an  input  for   team   and   senior management decision making and program/project revisions;
  • Monitor  and  analyze  substantive,  administrative  and  financial  aspects  of  assigned programs  and  projects;  organizes  and  participates  in  regular  program  and  project evaluation exercises;
  • Assists  in  the preparation  of terms of reference  for midterm  and final evaluations  of projects;
  • Follow up on Audit recommendations and proposes action plans;
  • Monitor   project   expenditures   and   disbursements   to   ensure   delivery   is   in   line with approved project budgets and to realize targeted delivery levels

D.  Liaising with Partner agencies

  • Maintain   and   enhance   UNFPA   profile within   the   stakeholders   
  • Liaise with local authorities when planning and implementing programmes;
  • Establish and maintain working relationship with external stakeholders, sharing relevant programme information as needed; 
  • Prepare quality periodical and annual progress reports for donors as needed and on time;
  • Communicate with partners and beneficiaries on project feasibility and effectiveness and in collaboration with Head of Area Office, adjust project plans as per available funds and evolving and emerging situation and needs

E.   Compilation and dissemination of lessons learnt

  • Contribute towards the dissemination  of lessons learnt and best practices on relevant programmes and initiatives;
  • Ensure  the compilation  of good practices  and lessons  learnt, as well as its effective dissemination  among  Programme  Officers, project  staff,  Implementing  Partners,  and third-party stakeholders;
  • Document knowledge about current and emerging gender/GBV issues, by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies

Qualifications and Experience: 

Education:  

Advanced university degree in health, gender, political science, or other related social science discipline.

Knowledge and Experience: 

  • At least two (2) years professional experience in GBV and or SRH project management preferably in UN, international or national organizations. 
  • Practical experience in design, monitoring and evaluation of development projects
  • Previous experience in medium-large scale emergencies desirable;
  • Proven experience combining formal knowledge on gender mainstreaming and gender equality with experience of applying these concretely to specific humanitarian program sectors, plans, policies and processes;
  • Knowledge of training tools and methods an proven experience delivering training on gender program and GBV humanitarian and MISP;
  • Familiarity with humanitarian programming and inter-agency coordination system;
  • Experience in training facilitation, monitoring and overall coordination of the component;
  • Knowledge of IASC Gender and GBV guidelines, completion of IASC Gender and GBV e-courses desirable
  • Experience in budget development and management;
  • Experience using office software packages and web-based management systems
  • Familiarity with UN policies and principle is desirable

Languages: 

Fluency in English is required and knowledge of local languages (Dari, Pashto) is preferred.
