About the position:

Under the overall guidance and supervision of the International Security Specialist, Afghanistan Country Office, the Local Security Associate (LSA) assists in the implementation of security operations and all matters relating to the management of safety and security for UNFPA personnel in the country or in the region of assignment. The scope of functions of LSAs includes providing assistance in preparing Security Risk Assessments (SRA), and monitors the implementation of security policies and procedures and all matters pertaining to the safety and security of UNFPA personnel, premises, assets, and activities.

Job Purpose:

Under the direct supervision of the UNFPA Security Specialist, the Local Security Associate (LSA) carries out a range of responsibilities related to the safety and security of UNFPA personnel, eligible dependents, resources, assets, facilities and programmes and ensures compliance with all United Nations security policies, procedures and regulations.

You would be responsible for:

Assist the UNFPA Security Specialist with developing, recommending, and implementing appropriate safety and security procedures related to all spectrum of the mission safety and security in the Region;

Assist the UNFPA Security Specialist in the process of collecting, updating and communicating information regarding the security situation in in the Region;

Ensure that all UNFPA personnel at the duty station and their eligible dependents are kept informed of matters affecting their safety and security, and abide by security policies, guidelines, directives, plans and procedures of the UN Security Management System (UNSMS) and UNFPA and in accordance with the framework of accountability;

Maintain regular contacts with Security Focal Points of UN Agencies and UN Integrated Security Workforce designated elements;

Support the UNFPA Security Specialist in the assessment process of Security Risk Management (SRM) and ad-hoc SRM for the duty station, road missions in the high risk areas and other activities taking places outside of UN premises;

Participate in an observer capacity in the Area Security Management Team (ASMT) meetings and provide all necessary assistance to the Head of Area Office on security-related matters;

Assist in maintaining the contingency planning, including updating staff lists, ensure that all UNFPA personnel are included in the Designated Area Security Plan, support actions during the implementation of Security Plan;

Ensure that UNFPA personnel is provided with and proficient in the use of safety and security equipment including communications equipment, vehicle emergency equipment, first aid, and personal protective equipment;

Maintain office premises security and safety including fire safety, ensure proper condition and serviceability of emergency and security equipment in the office;

Immediately report all security-related incidents affecting UNFPA personnel and their dependents, UNFPA activities, premises and assets, to the UNFPA Security and Integrated Security Workforce designated elements;

Maintain the Area warden system, regularly check and update warden lists, provide training for designated wardens and deputy wardens, and follow up on their specific needs accordingly for both international and national personnel.

Support the planning and preparation of the road missions, in coordination with Integrated Security Workforce organize armed escort for the road missions, act as a convoy leader during the road missions if required;

Contribute to providing orientation, briefings and training to UNFPA personnel on security guidelines, communication procedures, travel precautions, emergency procedures and existing area specific restrictions;

Perform other duties as assigned and deemed necessary for the efficient functioning of the Area office.

 

Qualifications and Experience: 

 

Education:  

High school (Secondary) education. Bachelor’s degree or Certification in Management or security related fields is desirable.

Knowledge and Experience: 

Minimum 3 years of experience in security management, risk or disaster or emergency areas with security responsibilities.

Prior experience in the UN security management system (UNSMS) or relevant organization is desirable.

Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Knowledge of web-based corporate software (e.g. Quantum) is desirable.

Languages: 

Fluency in English is required.  Fluent oral and written communication skills in English, Dari and Pashto.
