Essential Job Duties/Scope of Work:

The primary functions of the Spotlight Initiative Advisor will be centered on:

Coaching / Capacity development

Programme Management Support

 

Summary of Key Functions:

Work closely with the Spotlight Initiative Programme Coordinator, GBViE team to ensure full implementation of the AWP 2023 in line with the program goals and to meet expectations;

Work closely with Spotlight initiative Programme Coordinator and GBViE Team to ensure SI key interventions are in line with the UNFPA Country Office’s M&E framework;

Work closely with Spotlight Initiative programme finance associate to ensure financial monitoring with Implementing Partners and reporting to the Resident Coordinator (RC) office.

 

Programme Management Support:

Support the Spotlight Coordinator for the implementation of the UNFPA SI AWP 2023 and ensure all activities are implemented in accordance with the SI framework.

Support the Spotlight Initiative programme finance associate with the monitoring of the financial implementation of the activities, provide inputs on the resource distribution in the regions under coverage and bring areas of concern to the attention of management.

In coordination with the SI Programme Coordinator, supporting the Spotlight Initiative in the development and implementation of results-based indicators, monitoring and evaluation plans and of necessary follow-up.

Support the SI Programme Coordinator with the development of key programme and/or management related documents as well as preparation of briefings as required.

Participating, along with the other technical and programming team members in the development of strategic frameworks of assistance/project support.

Collaborate with UN Women, UNDP and UNICEF for the implementation of the joint programme.

Education:  

Advanced Degree in public health, gender, social science, political science or any other relevant field.

Knowledge and Experience: 

A minimum of 5 years work experience in programme management, monitoring and evaluation with focus on GBV prevention and response programming;

Experience in results-based management;

Experience in project and team management;

Demonstrated ability to assess, supervise and coordinate technical work in GBV prevention and response in humanitarian and recovery settings;

Experience in conducting needs assessments and programme design;

Strong writing skills in English and experience in writing donor proposals, reports, policy notes and strategic documents;

Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.

Knowledge of training tools and methods and proven experience delivering training on Gender and GBV in humanitarian settings related topics;

Familiarity with humanitarian programming and the UN inter-agency coordination system.

Experience in training facilitation, monitoring and overall coordination of the component.

Knowledge of IASC Gender and GBV guidelines, completion of IASC Gender and GBV e-courses desirable.

Experience in budget development and management.

Proficiency in computer skills specially MS. Office.

Familiarity with UN policies and principle is desirable.

Language requirements: 

Fluency in English is required. Dari and Pashto are necessary as the working language in Afghanistan. 

Knowledge of other official UN languages would be an asset.
